Chase - enable Personal Financial Software?

Do you need to enable the $10/month Chase Personal Financial Software add-on (under Customer Center, "Access using MSN Money or Quicken") to use Mint?

just signed up, Chase is not adding for me. Just times out with a banking update or connection too slow error. Frustrating.
