Friends and Family Loans

Is it possible to enter a loan from friends and family or any other non-categorized institution?

This would be nice from both sides: money I've loaned to others, and money I owe to others.

The easiest thing to do... is to do your homework....Seriously... and make a presentation to this benefactor.
If you have done your homework and are prepared, you can present to them why you want to do this, and how they can help. If you just go up and ask, the person is going to say NO.But if you show them that it is for your education, and you show them a layout of the expenses AND what you have done to help pay for said expenses, you'll get what you want.
