Have Transactions, but no Budget

I just joined, so bear with me...

I have transactions dating back through June. (Would like them to go back further into my history, but that is for another thread.) However, I can only see my Budget for July and all of the other months are greyed out. Shouldn't it be possible to see June's Budget if I have transactions for it? Am I missing something?

This is the way the budget feature is designed. At the end of each month we record how your budget was set up and over time you will get to see more months of history.
