Why isn't there a rule button I can click to change the category on all transactions in the past as well as future. For instance, I want to change speedway to auto gas / fuel. Well I have about 10 speedway transactions in the past that I never changed the category on. It would be simple to remedy this if there were a rule that allowed me to change all speedway transactions in the past as well as future to gas / fuel. Make sense? Anybody have any thoughts on this? Thanks.

That's what the "always" button does.

Creating the rule won't apply to past transactions (it currently works as a "going forward" rule).

Possibly add a check box to apply to all transactions instead of just going forward?

I agree - this is a usability problem. I work in this field and really thought that the rule would recategorize all transactions, not just future. I silently watched my wife use it to see how she would use it and she did the same thing
For a good UI to copy, look at Gmail. When you set up a filter on your email, there is an "update filter" button and next to it there is a checkbox with the copy "Apply to the XX# of conversations below" In other words, it totals the other emails this might apply to and asks you if you want the rule applied to the pre-existign emails it finds. This is totally clear and I never had any question how it would work, unlike this function in Mint.
I totally get keeping the UI clean and defend that to the end, but this clearly needs help.

Is there an "undo" or "stop" rule feature planned. How do I stop a rule I have created from always applying to future transcation.

"Always" should be the default setting...uncheck it if it's an exception.
